In Puerto Rico, three-quarters of residents are still surviving without power. However, San Juan was recently named by Lonely Planet as one of the best cities to visit in 2018. The officials of the tourism industry expect that they'll come even before that: They are keen to win back visitors before Christmas.

José Izquierdo, executive director of the Puerto Rico Tourism Company explained that the main focus, at this moment remains rebuilding. However, he expects that the island will be welcoming tourists by December 20. From December until May, is generally the high season in terms of Caribbean tourism.

Izquierdo highlighted that airports as well as cruise ports are operational, and over hundred hotels are open and will remain functional. He explained that few hotels are already taking in new reservations. While others are completely occupied, thanks to the thousands of federal first responders as well as volunteers from humanitarian aid organizations which have come to rebuild the island.

"NGOs are flocking to Puerto Rico to travel with a purpose," he said. "It's tourism nonetheless, and they're getting to sample our hospitality and the generosity of our people."

As per Chuck Watson, director of research and development at disaster research group Enki Research, approximately $15 billion is lost due to hurricane Maria in terms of economic productivity on top of $22 billion in physical damages.
