【Introduction】:The measures mainly support the tourism enterprises from ten aspects.
On March 4, the Shenyang Municipal Bureau of Culture, Tourism, Radio and Television and the Shenyang Municipal Finance Bureau issued the "Shenyang City Policies and Measures to Support the Development of Tourism Enterprises in Response to the COVID-19 pandemic" (hereinafter referred to as "Measures") to support travel enterprises to overcome difficulties.
The measures mainly support the tourism enterprises from ten aspects, such as the implementation of the suspension of the quality guarantee fund of the travel agency, the postponement of the social insurance premium unemployment insurance, the reduction or exemption of taxes, the postponement of the payment of taxes, and the appropriate subsidies for the losses of the enterprises. According to the measures, before March 10, the relevant departments shall complete the work of temporarily withdrawing part of the quality assurance fund for tourism services from travel agencies; for the losses of tourism enterprises, they shall be supported by increasing the deferred period; for the losses of tourism enterprises affected by the pandemic, the longest carry over period shall be extended from 5 years to 8 years in 2020. For severely damaged ice and snow tourism enterprises, the collection period of social insurance premiums payable during the pandemic prevention and control period can be extended to the end of June, and the overdue fine can be exempted during the period of suspension; for those tourism enterprises that participate in unemployment insurance according to law in Shenyang and pay unemployment insurance premiums in full for more than 12 months from January 1, 2019, and insist on no or less layoffs, 80% of the total amount of unemployment insurance actually paid in the previous year will be refunded. In addition, for eligible insured tourism enterprises that are faced with temporary production and operation difficulties but insist on no or less layoffs, the per capita unemployment insurance premium standard and the number of insured employees in Shenyang in the previous six months will be returned to them.
The measures also made clear provisions on the reduction and postponement of tax payment for the small and medium-sized tourism enterprises in need and the alleviation of the pressure of energy cost for the small and medium-sized tourism enterprises. In addition, it is also clear that charter losses can be appropriately subsidized for tourism enterprises. It is reported that if the travel agency performs the Charter and special train agreements, but the Charter stops or stays increase due to the impact of the pandemic, the relevant financial department can give a one-time subsidy according to 30% of the loss amount for the loss of the air tickets borne by the travel agency itself. In addition, for ice and snow enterprises that have been registered for Industry and Commerce and are actually operating, certain subsidies can be given based on contracts, invoices and relevant financial statements invested by enterprises in the snow season 2019-2020 (marketing planning, ice and snow facilities, etc.).
