The General Office of Ministry of Culture and Tourism issued a notice to temporarily withdraw 80% of the quality guarantee deposit and support travel agencies to deal with operational difficulties

In order to implement the important instructions of General Secretary Xi Jin ping's work instructions in the prevention and control of COVID-19 pandemic, and to do a better job in the prevention and control of pandemic in cultural and tourism system, on February 5, the General Office of Ministry of Culture and Tourism issued a notice to temporarily withdraw part of the travel quality guarantee deposit, and support travel agencies to deal with operational difficulties, and to actively cope with the current operational difficulties and fulfill its social responsibilities. The Ministry of Culture and Tourism has decided to temporarily withdraw some travel quality guarantee deposit (hereinafter referred to as the deposit) to the travel agency.

The notice clearly puts forward that the scope of the temporary withdrawal includes all travel agencies in the country that had paid the deposit and obtained a travel agency business license according to law, and the standard of temporary withdrawal is 80% of the current payment amount. The security fund frozen by the court is not within the scope of the temporary withdrawal for this time. The return period is within two years from the date of issuance of the notice. Travel agencies that accept the temporary security deposit shall return all the security deposits by February 5, 2022.

The notice requires that the local cultural and tourism administrative departments should organize the implementation in accordance with the relevant regulations. From the date of issuance of this notice, the temporary security deposit work should be completed within one month. The work account should be established to guide and urge relevant travel agencies to complete the change and filing of the security deposit information timely in national tourism supervision service platform. It is necessary to strengthen supervision, investigate and punish travel agencies delayed paying the security deposit on time according to law and regulations, and record it in the enterprise credit file.
