This Center opened in 2001 as the base for promoting the establishment of a comprehensive nature museum. The area of research is the Ishikari Lowland and the Center has begun to recruit people, research material and information and aims to build a museum that will develop and grow. As part of citizen participation which the center is making as one of the pillars of the museum, they asked 200 people to participation their Sapporo cicada project.
After researching the cast off shell of the cicadas, the results were made public through its website and pamphlets. There are exhibitions of fossils of sea cows and whales that are extinct, archival exhibition on the history of the Ishikari lowland, its animals and plants. The Center also hosts seminars and study groups for the citizens of Sapporo in their training and seminar rooms as part of its goal to be a museum which promotes citizen participation.
