September 19th, Los Angeles - The Second Meeting of the Second Council of WTCF was held, and WTCF Secretary-General Song Yu delivered the 2016-2017 work report. Additionally, Cartagena, Helsinki, and Seville participated in the bidding for hosting the 2019 Fragrant Hills Tourism Summit. After the city representatives presented their statements, Helsinki was elected as the host city for 2019 Fragrant Hills Tourism Summit through the vote.

At the 2014 Fragrant Hills Tourism Summit, the WTCF Council decided to hold the Fragrant Hills Tourism Summit alternately between member cities inside and outside of China in the future and elected Morocco cities Rabat & Fez as the host cities for the 2015 Summit. Subsequently, the 2016 summit was hosted by Chongqing, and the current 2017 summit in Los Angeles. The 2018 Summit will be hosted by Qingdao, China.
