【Introduction】:Recently, the State Council of China issued the Development Plan for the Tourism Sector During the 14th Five-Year Plan Period (2021-2025) (hereinafter referred to as "the Plan"), making systematic arrangements for improving the openness and cooperation of tourism, and specifically underlining the role of the World Tourism Cities Federation (WTCF) and other international organizations in promoting global tourism development.

Recently, the State Council of China issued the Development Plan for the Tourism Sector During the 14th Five-Year Plan Period (2021-2025) (hereinafter referred to as "the Plan"), making systematic arrangements for improving the openness and cooperation of tourism, and specifically underlining the role of the World Tourism Cities Federation (WTCF) and other international organizations in promoting global tourism development.

According to the Plan, on the premise of effective containment of the global COVID-19 spread, China will leverage the potential of its tourism market, coordinate both the domestic and international markets, take steps to promote inbound tourism in an orderly manner, steadily develop outbound tourism, and continuously facilitate tourism exchanges and cooperation.

In terms of deepening international cooperation, the Plan calls for multi-level dialogue and exchange activities by taking the anniversary of the establishment of diplomatic ties and high-level mutual visits as opportunities to boost personnel exchanges, people-to-people ties, and mutual learning among civilizations, in a bid to build a new type of international relations. The Plan also specially advocates the pursuit of openness, inclusiveness and win-win cooperation, vigorous participation in the reform and development of the global tourism governance system, and enhanced cooperation with the United Nations World Tourism Organization and others, while fully leveraging the role of WTCF and other international organizations to boost world tourism development.

Li Baochun, Executive Deputy Secretary-General of WTCF, noted in an interview with China Tourism News that the Plan specifies support for international tourism-related organizations from the perspective of top-level design. Under the guidance of the Plan, Li said, WTCF will more vigorously build a platform for international exchanges and cooperation among world tourism cities, promote exchanges and cooperation among the members and related cities and institutions, and play a bigger role globally through curated brand activities and further academic research.
