The 2025 World Tourism Cooperation and Development Conference will grandly open in Beijing on September 11th. This conference is hosted by the World Tourism Cities Federation and is one of the theme forums of the 2025 China International Fair for Trade in Services. As a key task for Beijing to promote the construction of its international communication center function, the conference has continuously supported Beijing in building a leading area for the construction of a tourism power, an international first-class tourist city and a global tourist destination for many years. This conference, with the theme of “Digital and Intelligent Tourism for a Win-win Future”, has set up several important sections, including the opening address, Mayors’ Dialogue, Voice of the Tourism Industry, and Field Study Visit of Beijing’s Cultural and Tourism Resources, etc. At that time, it is planned to invite about 350 guests including representatives of member cities, institutional members, diplomatic envoys in China, heads of international organizations, media, experts, etc. to attend the event, gathering global tourism wisdom and jointly promoting the prosperity of the industry.
The holding of this conference will further enhance the exchanges and cooperation among all participants in the tourism field, promote mutual learning among civilizations, cultural integration and closer people-to-people ties among countries, encourage the industry to jointly explore strategies for the development of culture and tourism, and contribute to the prosperity and diversity of digital and intelligent tourism.
High-level representatives from over ten countries including Italy, Greece, Sri Lanka, Jordan, Guinea-Bissau, Tajikistan, Malta, Morocco and Ethiopia will gather in Beijing. They will explore new models of cross-border tourism cooperation empowered by technology based on their own digital and intelligent tourism practices, jointly discuss the path to the future prosperity and development of digital and intelligent tourism, and promote the establishment of a more efficient international tourism cooperation network.
The World Tourism City Development Report (2024-2025) and the World Tourism Destination Competitive Potential Index Report will be released. Taking these two reports as the starting point, a comprehensive evaluation of urban development indicators will be conducted, providing a basis and reference for industry development, policy formulation, etc.
The World Tourism Cities Development Report (2024-2025) presents the recovery and transformation trends of the global tourism industry. It quantifies the performance of the world’s top 100 cities based on six dimensions (popularity, industry prosperity, intelligence, safety, economic contribution, and tourist satisfaction), and ranks the comprehensive development of the top 20 world tourism cities. This report not only provides development benchmarks for global tourist cities, but also offers paths for the sustainable development of the industry by analyzing trends such as policy innovation and consumption upgrade, facilitating cooperation among cities and driving the world tourism towards a new stage of high-quality development.
The World Tourism Destination Competitiveness Potential Index Report, jointly released by the World Tourism Cities Federation and the Pacific Asia Travel Association, assesses globally competitive cities based on 10 criteria including cultural appeal, infrastructure, and sustainability. The report ranks the top 20 most competitive cities through a combination of data and cases, summarizes key trends such as infrastructure, cultural appeal, and sustainability, and provides a framework for cities to enhance their competitiveness. It emphasizes that “livable means touristy”, balances tourism growth with the quality of residents’ life, and offers references for policymakers, investors, and others, helping to build a win-win tourism ecosystem and shape the future of global tourism.
The Voice of the Tourism Industry will focus on in-depth exchanges around topics such as “Digital Intelligence Promoting Cultural and Tourism Development”, “Inbound Tourism Boosting Cultural and Tourism Consumption”, and “Protection and Development of Cultural Heritage”. Several heads of international city tourism administration, senior executives of well-known tourism enterprises and other guests will share the innovative applications of digital and intelligent technologies in various cultural and tourism scenarios such as cultural and tourism development, cultural and tourism consumption, and the protection and development of cultural heritage. Through the practical experiences of different regions around the world in the field of digital and intelligent cultural and tourism, they will explore new paradigms for tourism development in the digital and intelligent era through various collisions.

On the morning of September 10th, at the World Tourism Cities Federation Tourism Resources Promotion Conference, “Encounter a Different Beijing” will professionally interpret and promote Beijing’s cultural and tourism resources from various perspectives, presenting the digital and intelligent cultural and tourism charm of Beijing in a three-dimensional way and expanding the influence of Beijing’s cultural and tourism industry.
The “Encounter a Different World” session held concurrently will invite representatives of international member cities attending the conference to share the distinctive cultural and tourism resources of their cities, showcasing the city’s characteristics from multiple perspectives and in all aspects, and building a platform for exchanges and cooperation among cities, between cities and institutions, and among institutions.
As the world’s first international tourism organization with cities as the main body initiated by Beijing, the World Tourism Cities Federation has grown from the initial 58 members to 258, covering 87 countries and regions around the world, and is hailed as “the fastest-growing international tourism organization”. The 2025 World Tourism Cooperation and Development Conference will continue this vitality, using digital intelligence as a bond to unite global tourism forces and jointly paint a new picture of a “win-win future”.
